关于做好疫情防控期间合同备案、仲裁服务工作的通知

2020年1月20日，临近春节放假时期，陕西云德律师事务所接受西安仲裁委员会金融仲裁院、西安民间金融协会的聘任，成立由13名律师组成的“金融仲裁法律服务团”。春节过后，因疫情的影响，西安仲裁委员会金融仲裁院相应国家号召暂停线下仲裁、备案等服务工作，但为了避免因疫情导致工作中断，开启线上服务模式，对此，云德律所特发布通知如下：

一、云德律所金融仲裁法律服务团成员，在西安仲裁委员会金融仲裁院正式对外办公之前，对于备案、仲裁的相关事宜提供咨询服务（后附咨询电话），以保障工作顺畅进行。

二、云德律所接受西安仲裁委员会金融仲裁院的提议，组织金融仲裁法律服务团成员开通“仲裁绿色服务通道”， 对受疫情影响严重的金融机构及其他企业、参加疫情防控的医护人员、政府工作人员及因疫情被治疗、隔离、观察人员，可根据双方的需求，提供一对一“定制式”仲裁条款服务。经一方或双方申请金融仲裁法律服务团成员也可基于公平原则组织双方进行调解，鼓励各方当事人秉着互谅互让、共渡难关的理念，参照合同法关于不可抗力的有关规定，达成展期续贷或者分期还款协议，努力化解可能产生的法律风险。

三、对于经仲裁法律服务团成员参与达成的补充协议，双方可根据实际影响情况，疫情结束后在西安仲裁委员会金融仲裁院进行备案确认，妥善化解可能产生的纠纷。

四、金融仲裁法律服务团成员会根据疫情情况开展涉疫情热点法律问题分析，为受疫情或防控措施影响企业提供法律服务及仲裁指引，为正常经营企业答疑解惑、提供行为指引，妥善化解争议，减少因疫情引发的纠纷，为经济社会平稳发展提供优质、便捷、高效的仲裁法律服务。
