2020年2月18日下午三点，云德直播律师胡小青带你走进生产酒精的一线企业，在疫情防控和生产复工同时抓的大背景下，将陕西省政府、西安市政府出台的复工具体政策进行重点信息解读，了解一线复工企业的真实场景，并且同时从一线复工企业家、高校教授、律师同行、新华社记者的角度一起探讨目前企业复产复工的状态及企业的社会责任和社会公益承担问题。

首先胡律师针对近日陕西省政府和西安市政府出台的关键性文件《陕西省人民政府关于坚决打赢疫情防控阻击战促进经济平稳健康发展的意见》、《陕西省人民政府办公厅关于印发应对新冠肺炎疫情支持中小微企业稳定健康发展若干措施的通知》、《西安市人民政府关于印发有效应对疫情促进经济平稳发展若干措施（暂行）的通知》进行解读。

《陕西省人民政府关于坚决打赢疫情防控阻击战促进经济平稳健康发展的意见》中重点内容：“疫情防控重点物资保障中小企业技术改造项目，对其购置的关键、核心设备按固定资产投资额的10%给予补助，最高不超过500万元。对列入国家“专精特新”的企业每户奖励50万元；2020年2月和3月用电用气价格按现行政策的90%结算；帮助外贸企业应对疫情减少损失，通过政府购买法律服务等方式，对企业面临的违约和纠纷提供政策咨询和贸易救济；缓缴社会保险费。对受疫情影响面临暂时性生产经营困难，无力足额缴纳社会保险费的企业，可缓缴养老保险、失业保险和工伤保险费，缓缴期最长6个月。缓缴期间参保职工个人权益不受影响；疫情期间，对承租国有资产类经营用房的中小微企业，减免3个月租金；对在疫情防控期间，坚持不裁员或少裁员的参保企业（不含淘汰落后产能企业、僵尸企业），失业保险费返还比例由上年度实际缴费的50%提高到60%；支持创业中心建设，按照县、镇级创业中心20万元、10万元的标准，用于补贴入孵企业房租、水电费等。”

《陕西省人民政府办公厅关于印发应对新冠肺炎疫情支持中小微企业稳定健康发展若干措施的通知》：“九、加强清欠中小微企业账款。疫情期间，政府部门及所属单位、国有企业不得以任何理由拖欠中小微企业账款，必须主动、按时、足额支付各项应付款，严禁以商业承兑汇票的方式延长还款期限，鼓励提前偿还合同账款，确保不形成新的拖欠。”

《西安市人民政府关于印发有效应对疫情促进经济平稳发展若干措施（暂行）的通知》“8、优化企业用工服务。对小微企业吸纳登记失业半年以上人员、建档立卡贫困劳动力、因疫情无法返岗农村富余劳动力就业，且签订1年以上劳动合同并按规定缴纳社会保险的，给予1000元/人一次性吸纳就业补助。对春节期间（截至2020年2月9日）的医疗防疫物资生产企业扩大产能，按实际增加稳定就业的员工数量，给予2000元/人一次性吸纳就业补助。”

对于中小微企业在响应国家政策，保障企业复产复工的同时，缓解疫情对中小微企业影响，提振发展信心，保持稳定发展，也要享受政府提供的各项优化政策，从政府、企业、个人同心协力共筑抗击此次疫情。

通过连线西北大学法学院的刘建仓教授，刘教授主要从两个话题展开，第一个话题如何积极看待疫情所带来的的积极方面，充分利用疫情期间做自己事情。主要分享高校教师在一线工作的情况，积极影响能够静下心来做科研项目的研究、学校在防疫期间积极配合政府做疫情工作监测。第二个话题企业社会责任承担，企业应该积极承担社会责任，不定期的进行社会捐赠、社会扶贫，也可以增加企业监督部门，监督企业履行社会责任的状态。
