当前，新型冠状病毒感染的肺炎疫情牵动着14亿国人的心，全国人民正奋力向疫情攻关。2020年1月31日，世界卫生组织（WHO）发布第二次声明，将本次事件定性为“国际关注的突发公共卫生事件”（PHEIC）。陕西省启动突发公共卫生事件一级响应机制，西安市人民政府发布《关于延迟企业复工上班的通知》市政函[6]号，要求辖区内各类企业不早于2月9日24时前复工。

通知发布后，我省各类企业纷纷响应号召，体现了应有的社会责任和担当。但是此次疫情对经济影响巨大，由于隔离或者恐惧而导致的不消费或者少消费对旅游、餐饮、交通运输、服装等诸多行业产生直接影响，公司经营遭受重创，中小企业正在面临严峻的生存危机。现向全省业主朋友们、政府相关部门发出诚挚倡议:

各位业主请从疫情防控大局出发，团结一致、共抗疫情，主动为各类经营主体及相关租户减免租金、物业费，政府相关部门出台相关政策减免税费、缓缴社会保险费用。参考宣布“国际关注的突发公共卫生事件”后，世卫组织总干事发表“临时建议”每三个月复核一次的时间跨度，建议2020年减免租金、物业费、税费、缓缴社会保险费用的时间为三个月，切实减轻企业负担，共同维护经济社会持续稳定发展，同舟共济、携手共进、共克时艰、共度难关。

疫情当前，我们铁血堤防，无畏勇毅；我们同心戮力，并肩前行；我们众志成城，风雨无惧；我们互相支持，手足相连。盼你们心系大局，共迎春来！破晓前喷涌欲出的红日，挺直了天高海阔的脊梁山河。我们坚信有党和政府的坚强领导，全省人民团结一心，必能打赢疫情防控阻击战，陕西的明天一定会更美好！

No or less consumption caused by isolation or fear has a direct impact on tourism,catering,transportation, clothing and many other industries. The company has suffered a heavy blow, the small and medium-sized enterprises are facing a severe survival crisis. So we issued a sincere proposal for owners and the government departments :

All owners please proceed from the overall situation of epidemic prevention and control, unite and fight against the epidemic, and take the initiative to reduce rent and property fees for various business entities and related tenants. Relevant government departments have issued relevant policies to reduce taxes and fees and delay the payment of social insurance fees. Reference declared "a Public Health Emergency of International Concern", the director-general of who published "temporary recommendations" once every three months to review the span of time, suggest that relief rent, property management fees, taxes and fees, the time delay pay social insurance premiums for three months, lightens the burden of enterprises, jointly maintain continuous and stable development of economy and society, and in the same boat, hand in hand advance together, overcome difficulties, the difficulties together.
