王松敏，原陕西省高级人民法院副院长、党组成员、审判委员会委员，高级法官，首届全国十佳律师。历任西安市司法局副局长、西安市中院副院长、陕西省高院副院长。2011年7月任陕西省高级人民法院党组副书记（正厅级）。王松敏自1981年从事律师工作，在平凡的工作岗位上做出了优异的成绩。自1984年以来，连年被评为西安市司法行政系统的优秀党员、先造工作者；3次被评为西安市市级机关优秀共产关员；两次被授予西安市优秀共产党员称号；1990年被评为全国司法行政系统先进工作者，受到司法部等多次表扬。

Wang Songmin, former vice-president of ShaanxiProvincial Higher People's Court, member of the leading party group, member ofthe judicial committee, senior judge, and the first top ten lawyers in thecountry. He has served as deputy director of Xi'an Municipal Bureau of Justice,vice president of Xi'an Intermediate People's Court and vice president ofShaanxi Provincial High Court. In July 2011, he was appointed Deputy Secretaryof the Party Group (Main Department Level) of Shaanxi Provincial HigherPeople's Court. Wang Songmin has been working as a lawyer since 1981 and hasmade outstanding achievements in ordinary jobs. Since 1984, he has been ratedas an outstanding Party member and pioneer in Xi'an's judicial administrationsystem for several years. He was rated as an excellent communist customsofficer in Xi'an municipal authorities three times. He was awarded the title ofXi'an Excellent Communist Party Member twice. In 1990, he was rated as anadvanced worker in the national judicial administration system and was praisedmany times by the Ministry of Justice and others.

Q：王院长您好，非常感谢您来参加云德律师学院首届院长论坛，您能否先谈一谈在论坛现场的感受？

Q: Good to see you, Dean Wang! Thank you very much forcoming to the first Dean's Forum of Yunde Law College. Can you talk about yourfeelings at the forum first?

A:好的，今天参加这个活动，我受益匪浅，我认为本次活动的选题选的非常好。从平凡到精英，凡是成为一名律师的，一开始都很平凡，但也是因为平凡的律师不甘于平凡，才使他们迈向了精英，但这个过程如何进行，是个难题；今天活动程序非常好，组织了主题发言，进行了与谈环节，让各个专家、学者对律师培训发表了自己的看法；今天的活动效果我觉得也非常好，嘉宾都是来自不同行业的，有律师、学院专家教授、企业法务等实务界的朋友，更能充分说明律师培养的不同方面；我曾经是一名律师，之后在法院工作，但不论来自哪里的岗位，都是收获满满。

A: OK, I benefited a lot from participating in thisactivity today. I think the topic selection for this activity is very good.From ordinary to elite, anyone who becomes a lawyer is ordinary at the beginning, but it is also because ordinary lawyers are unwilling to be ordinary that they move towards elite. However, how to carry out this process is a difficult problem. Today's activity procedure was very good. We organized keynote speeches and held talks, allowing experts and scholars to express their views on lawyer training. I think the effect of today's activity is also very good. The guests are all from different industries, including lawyers, college experts and professors, business lawyers and other practical friends, which can fully explain the different aspects of lawyer training. I used to be a lawyer,and then I worked in the court, but no matter where I came from, I was full of harvest.

Q:王院长，刚才谈到律师从平凡到卓越，那么您认为哪方面的培训是比较重要的呢？

Q: Dean Wang, just now we talked about lawyers from ordinary to excellent. So which aspect of training do you think is more important?

A:云德律所在培训上是起步比较早的，陕西全省现在约是13000律师，全国更多，但像云德律所这样能把培训工作上升到学院模式，并且进行长期的、有规划的培训的律所却不多。另外，培训工作要从根本上、基础上来做，我曾经当了十几年律师，也清楚基础技能非常重要，例如谈话的技能，比方说有的律师和当事人谈话，谈话结束后当事人兴高采烈，感觉世界都精彩了;但是有的律师和当事人谈话，结束后当事人就愁眉苦脸了，谈话的基础技能看似简单，但是非常实在

A: Yunde Law Firm started its training relatively early.Shaanxi Province now has about 13,000 lawyers and more in the whole country.However, there are not many law firms like Yunde Law Firm that can up grade their training to the college mode and carry out long-term and planned training.

Q：王院长，对于精英律师的培养，您对云德律师学院有什么建议呢？

Q: Dean Wang, do you have any suggestions for the training of elite lawyers?

A:对于精英律师的培养，我建议需要处理好两点关系，先是专业与全能结合，如果只进行大、精、尖的培训，会有失偏颇；再是要将德和能结合起来，过去有一句话是道德可以弥补智商的不足，但智商无法弥补道德上的不足，有些人是业务上、能力失败，但有的人是道德上失败，这两种失败的人都有，所以一个优秀的律师不是专业性非常高，案子办好就可以了，而是要具备律师执业道德。德和能缺一不可，缺少一项都不可能成为精英律师。

A: For the training of elite lawyers, I suggest that two relationships need to be properly handled. First, professional and all-round training should be combined. If only large, fine and sharp training should be carried out, it would be biased. Another is to combine morality with ability.In the past, there was a saying that morality can make up for the deficiency of intelligence quotient, but intelligence quotient cannot make up for the deficiency of morality. Some people fail in business and ability, but others fail in morality. There are both kinds of failures. Therefore, an excellent lawyer is not very professional and can do a good job in the case, but must have the ethics of lawyer practice. Morality and ability are indispensable, and it is impossible to become an elite lawyer without one.
