【云德资讯】加强涉外仲裁员队伍建设，助力一带一路及自贸区建设 ——丁云波主任参加西安仲裁委员会&新加坡国际仲裁中心仲裁工作座谈会

    1月6日上午在西安仲裁委召开“西安仲裁委员会&新加坡国际仲裁中心仲裁工作座谈会”，本次座谈会围绕“加强涉外仲裁员队伍建设，助力‘一带一路’及自贸区建设”的主题，结合西安仲裁委的优势及特色，对日后西安仲裁委与新加坡国际仲裁中心进一步合作进行了相关探讨。

    On the morning of January 6, 2020, the "Xi'an Arbitration Commission-Singapore International Arbitration Center Arbitration Working Symposium" was held in Xi'an Arbitration Commission. Focusing on the theme of "strengthening the construction offoreign-related arbitrators and assisting the construction of 'the belt and road initiative' and free trade Area", this symposium discussed the further cooperation between Xi'an Arbitration Commission and Singapore International Arbitration Center in the future in combination with the advantages and characteristics of Xi'an Arbitration Commission.

    参与本次座谈会的有西安市司法局局长张华俊、新加坡国际仲裁中心中国区首席代表刘润东等，陕西云德律师事务所主任丁云波先生特受邀参加本次座谈会。

    Participating in the symposium were Zhang Huajun, director of Xi'an Municipal Bureau of Justice, Liu Rundong, chief representative of Singapore International Arbitration Center in China, etc. Mr. Ding Yunbo, director of Shaanxi Yunde Law Firm, was specially invited to attend the symposium.

    会议第一部分，西安仲裁委员会负责人白晓莉对西安仲裁委员会在涉外仲裁业务中的发展情况进行了简述，感受到了西安仲裁委近几年涉外仲裁业务的飞速发展，体现了西安仲裁委的一种开放包容的态度。

    In the first part of the meeting, Bai Xiaoli, head of Xi'an Arbitration Commission, gave a brief introduction to the development of Xi'an Arbitration Commission in foreign-related arbitration business. She felt the rapid development of Xi'an Arbitration Commission in foreign-related arbitration business in recent years and reflected an open and inclusive attitude of Xi'an Arbitration Commission.

    会议第二部分，新加坡国际仲裁中心中国区首席代表刘润东先生就双方在政府的支持下如何建立长效的合作机制、如何将双方的合作推向深化作了主题发言。

  In the second part of the meeting, Mr. Liu Rundong, Chief Representative of Singapore International Arbitration Center in China, made a keynote speech on how to establish a long-term cooperation mechanism with the support of the government and how to deepen the cooperation between the two sides.

    会议第三部分，参会的嘉宾对西安仲裁委员会涉外仲裁员就商事仲裁服务“一带一路”及自贸区建设以及就西安仲裁委员会与新加坡国际中心就如何落实《备忘录》作工作交流。

    In the third part of the meeting, the participants exchanged views with the foreign arbitrators of Xi'an Arbitration Commission on the commercial arbitration service "the belt and road initiative" and the construction of free trade area, as well as on how to implement the Memorandum between Xi'an Arbitration Commission and Singapore International Center.

    陕西云德律师事务所丁云波主任首先将陕西云德律师事务所的具体情况、服务企业、在“一带一路”法律事务方面作出的贡献以及具有涉外经验的律师向参会的嘉宾进行了介绍，并表示愿意从人员、资本、模式进行全力支持以促进双方的合作发展。其次，丁云波主任提出双方的合作并不能仅仅停留在座谈会上，应当将双方的合作进行实际落地并建立相关机制，让双方进行实际有效的相互了解，确保双方积极且稳定地相互推动和实施。最后，丁云波主任说到仲裁未来肯定是我们和各国交流和解决争议的最主要的方式之一，西安在“一带一路”的核心区域，也是司法资源和法律资源密集区，未来肯定会有很大的发展，但是发展需要一定的环节和阶段。如何去通过仲裁委员会、仲裁员、仲裁案件等互动宣传去推动合作发展，如何通过相互推荐仲裁员或者专家来推动仲裁委和国际仲裁中心的互动是目前应当着手去解决的问题。

    Director Ding Yunbo of Shaanxi Yunde Law Firm first introduced the specific situation of Shaanxi Yunde Law Firm, service enterprises, contributions made in "the belt and road initiative" legal affairs and lawyers with foreign experience to the participants. He also expressed his willingness to give full support from personnel, capital and mode to promote the development of cooperation between the two sides. Secondly, Director Ding Yunbo proposed that the cooperation between the two sides should not only stop at the symposium, but also carry out the actual implementation of the cooperation between the two sides and establish relevant mechanisms so that the two sides can have practical and effective mutual understanding and ensure that the two sides can actively and stably promote and implement each other. Finally, Director Ding Yunbo said that arbitration will definitely be one of the most important ways for us to communicate and resolve disputes with other countries in the future. Xi'an is located in the core area of "the belt and road initiative" and is also an area with intensive judicial and legal resources. There will definitely be great development in the future, but the development needs certain links and stages. How to promote the development of cooperation through the interactive publicity of the Arbitration Commission, arbitrators and arbitration cases, and how to promote the interaction between the Arbitration Commission and the International Arbitration Center through mutual recommendation of arbitrators or experts are the problems that should be solved at present.

    最后，西安市司法局局长张华俊表示将全力支持西安仲裁委员会和新加坡国际仲裁中心的深度合作，同时也对西安仲裁委员会能够成功走在“一带一路”前线作出了美好憧憬。

   Finally, Zhang Huajun, director of the Xi'an Municipal Bureau of Justice, said that he would fully support the in-depth cooperation between the Xi'an Arbitration Commission and the Singapore International Arbitration Center. At the same time, he also made a good vision for the Xi'an Arbitration Commission to successfully stand on the top of "the belt and road initiative".
